This bill would give voters an opportunity to vote on an amendment to the state Constitution to prohibit condemnation of private property except for a valid public use. It also provides for just compensation with the right of a jury trial. Civitas believes the conservative position is to protect private property rights by preventing government from taking property from one owner for the benefit of another owner under the guise of economic development.
