This bill prohibits the state from indirectly subsidizing competition with private industry through actions by cities. It also ensures that where there is competition between the private sector and the state, directly or a framework is set up to not discourage private investment and job creation. Civitas believes the conservative position is to protect jobs and promote investment by ensuring private entities are able to compete fairly within the market.
