Senate Bill 37, In-Person Learning Choice for Families, expands freedom for North Carolina families by requiring that government-run schools offer an option for students to receive in person instruction. Civitas Action believes the vote for freedom is a vote YES on SB37.

Some students across the state have been out of school since March 2020 – nearly 11 months ago. While virtual learning may be an adequate option for some students, most need in-person instruction to effectively learn. Low-income students may be especially vulnerable to learning loss if their families don’t have the resources or time to supplement virtual learning at home. While middle- and upper-income families can afford in-person private schools or tutoring, not every family in North Carolina has those options available to them.

To fill that gap, SB37 requires local school districts to provide an in-person learning option for students following the guidelines set out by the governor for safe school reopening.

All families should have the freedom to choose an in-person option for their students. For that reason, Civitas Action believes the vote to expand freedom is a vote YES on SB37.
