Because the General Assembly chose to include different policies in the 2015 budget bill, Civitas Action did not grade the budget bill as a whole. We have chosen several important policies to grade separately, the Highway Fund Transfer is one of those policies.
The annual $216 million transfer from the Highway Fund to the General Fund is ended. This makes more money available for transportation needs.
The ending of this long-standing transfer keeps transportation funds dedicated to transportation needs, and is considered conservative.
