HB 177 (2R) - Amend Certificate of Need Laws

Amends existing CON law by allowing for new free standing surgery centers be built without CON approval. Civitas believes the conservative position is that all CON laws should be repealed because they restrict competition by forcing medical care providers receive permission from the state to expand or build new facilities. Such decisions should be left to the owners of the facilities.
