Amendment #5 to HB 1092 was a proposed amendment to the bill that would place on the ballot in Nov. 2018 a measure to amend the state constitution to require that all voters wishing to vote in person present a valid photo ID to confirm their identity.

This amendment would have deleted any reference to the “photo” part of the required form of identification, which would severely water down the effectiveness of the ID requirement and make voting fraud easier than with a photo ID requirement.
