HB 930 (2R) - Dog Breeding Standards/Law Enforcement Tools

This bill outlines 13 specific requirements of people who own ten or more female dogs primarily for the purpose of breeding. The requirements include specifications ranging from daily access to exercise and food to flooring that provides “solid footing” and a “regular lighting cycle” for the dogs. Such requirements would be in addition to existing state laws that make it a misdemeanor for any person to intentionally “wound” or “deprive of necessary sustenance” any animal. Civitas believes the conservative position is that regulations targeting a specific group rather than applying standards equally is unjust. This law establishes care standards applicable to only a narrow category of dog owners.
