Because the General Assembly chose to include different budget policies in the 2015 budget bill, Civitas Action did not grade the budget bill as a whole. We have chosen several important policies to grade separately, Raiding Trust Funds is one of those policies.
Takes nearly $17 million from five designated trust funds, and transfers that money to the General Fund. Raiding trust funds to cover general operating costs is short-sighted and not considered conservative.
