This amendment adds qualifications for the status of an unborn victim. Specifically, it states that all of the offenses listed in the legislation apply to an unborn child if the child is in utero for a minimum of 20 weeks and that some offenses will apply if the child is in utero for 12 weeks. Civitas believes the conservative position is that life begins from conception and that all children are deserving of the protection this bill would provide.
