SB 744; A32 - Film and Entertainment Grant Fund

This amendment to the budget bill creates a taxpayer-financed fund used to award companies filming movies, television shows, or commercials in North Carolina. Total grants are capped at $10 million annually. For years, the state had offered generous tax credits to qualified productions, but that credit expires at the end of 2014. If the legislature had done nothing, there would no longer be any politically granted privileges to the film industry. Civitas believes the conservative position is for government to treat all businesses equally and to not provide taxpayer handouts or special tax treatment to specific, politically-connected businesses or industries.
