House Bill 64, Government Transparency Act, provides taxpayers with increased transparency on how their money is being spent as it relates to personnel issues. Civitas Action believes the vote for freedom is a vote YES on HB64.
This bill modifies the requirements for public disclosure on personnel issues by subjecting demotions, transfers, suspensions, separations, and dismissals to the same treatment as promotions, which require publicly-available documentation that includes a general description of the reason for the change. Since the positions subject to the changes in HB64 are taxpayer-funded, this change will provide more transparency for taxpayers to understand how government is using their money, wisely or otherwise.
Unlike private sector workers, state employees are funded using money that was compelled from taxpayers, who have little to no oversight or recourse if their money is being mismanaged. Increased sunshine on publicly-funded personnel helps keep government accountable to make prudent personnel choices.
Civitas Action believes that taxpayer-funded positions should be subject to reasonable public oversight and accountability. For that reason, Civitas Action believes the vote to expand freedom is a vote YES on HB64.
Civitas Action will grade the Second Reading floor vote on this legislation in the House or Senate.
